Lost user profile after critical update

Issue description

What steps will reproduce the problem?
(1) Sign out currently logged in user
(2) Screen goes black for about 30 seconds
(3) See a message that a critical update is being applied

What is the expected result?
Once update is applied, see sign in page where you can sign back in with an existing user or add a new person to the computer.

What happens instead?
After update was applied, went through OOBE and lost the profile of the existing user.

This computer had only one user profile before the update.
 
After pressing "add person" and signing in with the account that was used to create the user that was removed from the computer, the profile came back. So it seems the profile was not erased by the critical update, the user simply disappeared from the sign in screen.
