Chrome Version: 70.0.3538.110 and 72.0.3618.0

What steps will reproduce the problem?
(1)Navigate to https://candb.ca/products/ambrose-72-dining-table-grey?utm_medium=cpc&utm_source=googlepla&variant=7852522799134 (reproducible on other pages too.)
(2)Try scrolling up and down without lifting your finger. It may take several attempts to see the issue.

What is the expected result?
Scroll smoothly

What happens instead?
Scrolling sometimes jitters.

Please see the attached video, I reproduced the issue on Linux via mosuewheel scrolling and on Android by touch scrolling.
Disabling "scroll anchor serialization" from chrome flags did not solve
the issue.
