FR: Support for Encrypted SNI (ESNI)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Visit https://www.cloudflare.com/ssl/encrypted-sni/
2. Click "Check my browser".

What is the expected behavior?
Chrome should support Encrypted SNI. Consequently the server name being requested by Chrome leaks from the client during the TLS handshake. Firefox provisionally supports ESNI already.

What went wrong?
Chrome does not yet support Encrypted SNI.
