The unit test DiceSigninUiUtilTest.GetAccountsForDicePromos does not really test much, only that the method returns an empty list after startup, which cause some confusion in CL1346409 because a test that was wrongly migrated to the Identity service was not failing (when it should).

Filing this ticket to track this down, so it's not forgotten.
