Incorrect time reported in multiple audio streams

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/70.0.3538.77 Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Open index.html in browser (files need to be hosted on http server)
2. Click START button

What is the expected behavior?
Audio from the first audio element will be streamed by webrtc to the first video element.
After 5 seconds this will be repeated for the second audio element and the second video element.

What went wrong?
After second stream is played, currentTime for both video elements is set to 4 seconds and doesn't change.

Does this work in other browsers? Yes

Chrome version: 70.0.3538.77  Channel: n/a
OS Version: 
Flash Version: 

The same bahaviour can be observed when source of stream is remote.
The problem couldn't be reproduced using Firefox.

Tried to reproduce the issue on reported chrome 70.0.3538.77 and latest beta 71.0.3578.62 using ubuntu 17.10. Attaching screencast for reference.
Steps:
-----
1. Launched chrome
2. Downloaded given file and opened from local server 
3. Clicked on start button 
As we have observed that after clicked on start stream is playing 

@Reporter: Could you please check the attached screen cast and let us know if anything missed from our end and can you please verify this issue on latest chrome beta 71.0.3578.62, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ". Let us know whether issue still persists.

I didn't notice that audio elements didn't autoplay. Both audio elements should be playing before clicking START.
But event with single element playing in screen cast you can see, that time reported by video elements
after second stream is started is identical despite streams being completly independent
(first stream is from #1 audio element to #1 video element,
second stream is from #2 audio element to #2 video element and is started after 5 seconds).

Again issue is in currentTime being reported incorrectly.

I was able to verify this on both chrome beta 71.0.3578.62 and chrome dev 72.0.3610.2.

Able to reproduce the issue on the reported chrome version #70.0.3538.77, latest stable #70.0.3538.110 and latest chrome #72.0.3624.0 using Windows 10, Ubuntu 17.10 and Mac 10.14.1 by following steps as per comment#0 and comment#5(attached screencast).

When tested the issue on chrome version #60.0.3112.78, observed that the audio got played automatically but after clicking start button both videos did not play, as per comment#5 considering this as bad behavior. This is a non-regression issue hence, marking it as untriaged and requesting someone from the dev team to look into the issue.
