OS:  Win(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)

What steps will reproduce the problem?
1.Launch chrome and navigate to 'chrome://settings/content/notifications'.
2.Now mouse hover on iron icon such that tooltip appear and immediately click on iron icon.
3.Observe.

Actual  : Movement of tooltip is seen after clicking on iron icon.
Expected: Movement of tooltip is seen after clicking on iron icon.

This is a regression issue broken in ‘M-72’ and below is bisect info.
Good build: 72.0.3596.0
Bad build: 72.0.3597.0

Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
Hence provided suspect through 'Chromium bisect'.

CHANGELOG URL:
