Drag and Drop cancel text

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. I have an editable container with various uneditable spans inside, I try to Drag the first span (the ones in red) between the second span and the word "consequat".
2. The span is released well but the word after disappears

I created this fiddle to reproduce the problem:

What is the expected behavior?
I expect that the text that comes after the tag I dropped won't disappear

What went wrong?
The text after the html dropped disappear

It seems  AdjustForwardPositionToAvoidCrossingEditingBoundaries(), was HonorEditingBoundaryAtOrAfter(), affects ReplaceSelectionCommand used by drag-and-drop.
