Regression: 'मराठी' or हिंदी text is seen chopped on drop down from bottom side in 'Terms of services' overlay.

Chrome Version: 72.0.3619.0 Revision c1cb2d33f1513aa3900c3fce0470cf76faad4458-refs/branch-heads/3619@{#1}(32/64 bit)
OS: Windows 7

What steps will reproduce the problem?
(1) Launch chrome, open Report an issue overlay and then click on 'Terms of services'(opened in window)
(2) Scroll down the page and click on language drop down to change the language, slect 'मराठी' or हिंदी language.
(3) Observe text in drop down.

Actual: 'मराठी' or हिंदी text is seen chopped on drop down from bottom side.

Expected: 'मराठी' or हिंदी text should not seen chopped.

This is a regression issue, broken in 'M72',will soon update the other info:

Good Build:72.0.3603.0
Bad Build: 72.0.3604.0

Note: Issue is not seen on Windows(8,8.1,10),Mac(10.13.6,10.13.1,10.14.2) and Linux(14.04LTS) OS.

[Unable to provide bisect using 1) Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown and
				2) Chromium bisect script as 'Report an issue...' option is not available.
Hence, providing suspect manually.)
