Regression: Unnecessary Separator line is seen on the top of Context menu of Files App

Chrome Version: 72.0.3612.0/11287.0.0 dev channel Minnie, Quawks & Falco

What steps will reproduce the problem?
(1)Sign-in to user>> Open Files App and Right click for COntext menu>> Observe Unnecessary Separator line is seen on the top of Context menu of Files App

Actual: Unnecessary Separator line is seen on the top of Context menu of Files App

Expected: No such issue should be seen 

This is a Regression issue as same is working fine in M69

NOTE: Issue is also seen in M70 and M71
