Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Navigated to https://fi.google.com/about/rates/?country=IN
2. Scrolled down the page and clicked on Frequently asked question link

Chrome versions tested:
70.0.3538.80 , 72.0.3618.0

OS:
Android 9.0.0

Android Devices:
Pixel 2 XL

This seems to be a Non-Regression issue as same behavior is seen since M-60. Leaving the issue as Untriaged for further input's on this issue.

This isn't a chrome bug, it's a problem with fi's site. Please file a bug with them.
