Regression: Smart lock option is missing in chrome://settings/lockScreen

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/lockScreen and observe Smart Lock option is missing

Actual: Smart lock option is missing in chrome://settings/lockScreen
Expected: Smart lock option should be seen

This is a Regression issue as same is working fine in M69

NOTE: Issue is also seen in M70 and M71

This is WAI. In M-71, we bundled Smart Lock with other multi-device features (e.g., Instant Tethering) in the "Connected Devices" section of settings.
