Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, Connect to a Network 
(2)In Sign-in screen, click on More options and on Enterprise Enrollment
(3)Now click Back in Enterprise Enrollment screen and observe Browse of Guest button 

Actual: Unnecessarily blink of Browse as Guest button is seen when clicking Back in Enterprise enrollment screen
Expected: No such issue should be seen 

This is a Regression issue as same is working fine in M68

NOTE: Issue is seen on M69, M70 and M71 also
