What steps will reproduce the problem?
(1)Recover build>>In OOBE screen, change language to Arabic and shut down the device
(2)Turn on the device and observe Device is seen with English Language 

Actual: Device is seen in English language after turning ON when shut down with Arabic language
Expected: Device should be seen in Arabic when turned ON.

This is a Regression issue as same is working fine in M62

NOTE: Issue is seen in M63, M64, M65, M66, M67, M68, M69, M70 and M71
