OS:Mac(10.13.1 , 10.13.6 , 10.14.2)

Pre-condition: Marked 3-4 web pages bookmarked.

What steps will reproduce the problem?
(1) Launch chrome, open NTP and then resize browser window to LHS 
(2) Now click on arrow button on bookmark bar,then drag any bookmarked url to UP/Down side.
(3) Observe line while dragging bookmarked url to UP/Down side.

Actual: Line between bookmarked URL is not seen properly at UP/Down side while dragging URl.

Expected: Line should be seen properly.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
