Steps To Reproduce:
(1) Set Chrome OS language to Spanish
(2) Click on the Dictation button and speak


Expected Result: Dictate button shoule be turned off automatically when you are done talking.

Actual Result: The problem user is having with dictation is that when he press the button it writes what he dictate but when he's done it is still on

reproduce?) Always

NOTE: The issue doesn't happen when the chrome OS language is set to English
