Add Ubuntu 18.10 (cosmic) to install-build-deps.sh

Steps to reproduce the problem:
1. mkdir chromium && cd chromium/
2. fetch --nohooks chromium
3. ./build/install-build-deps.sh

What is the expected behavior?
Install all the required deps for compiling chromium on Ubuntu 18.10

What went wrong?
ERROR: The only supported distros are
 	Ubuntu 14.04 LTS (trusty)
 	Ubuntu 16.04 LTS (xenial)
 	Ubuntu 17.10 (artful)
 	Ubuntu 18.04 LTS (bionic)
 	Debian 8 (jessie) or later

Did this work before? No
