Issue descriptionChromeOS version: 70.0.3538.76 https://drive.google.com/open?id=1NhYeeOhP1vf4NfXEwAw2WRLXCus_RPGL ChromeOS device model: cyan(customer) veyron_minnie (my repro) Case#: 17366487 Description: the customer is unable to open for the first time Google play on their ChromeBook on a network not directly connected to the internet Steps to reproduce: 1) wipe the device 2) configure in the Admin console the wifi network(INSIDEB) at the device level this wifi is not directly connected to the internet it's necessary to use a proxy. The proxy is without SSL inspection. 3) enroll the device (using an open network) 4) connect to INSIDEB 5) login on the device Current Behavior / Reproduction: repro done on 22 Nov around 15:50 error try again 15:52 error 15:58 error messages: https://drive.google.com/open?id=124PmMP45wsKHRjQ4M-4gCkFf_Bi1Oaor https://drive.google.com/open?id=1GLCZ6BdNE2eqSggcuGYbHKSGzxf_me9D I've sent feedback with the case# 17366487 in the text Expected Behavior: being able to install and use Google Play workaround: use a open-network after first install it's possible to go back to the restricted network and it will download and install the force_install app without issue.
