OS:  Win(7,8,8.1,10)

Precondition: Enable 'Enable using the Google local NTP' ,'New Tab Page Background Selection', and 'New Tab Page Custom Links' from 'chrome://flags'.

What steps will reproduce the problem?
1.Launch chrome and change browser language to 'Arabic'.
2.Now add shortcut on NTP and navigate back to 'chrome://settings/languages'.
3. Change browser language to 'English' and open NTP.
4.Observe.

Actual  : Content on NTP does not restore to current browser language.
Expected: Content on NTP should translates to current browser language.

This is a regression issue broken in ‘M-71’ and below is bisect info.
Good build: 71.0.3561.0
Bad build: 71.0.3562.0

You are probably looking for a change made after 552269 (known good), but no later than 552270 (first known bad).
