Issue descriptionChrome Version: 72.0.3618.0 (Official Build) Revision 473cb3615ccd757dbfd816963e699299a0732b59-refs/branch-heads/3618@{#1} (32/64-bit) OS: Windows(7,8,8.1,10), Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome and navigate to chrome://settings page. 2. Zoom in the Settings page so that horizontal scroll bar appears. 3. Now click & hold on right arrow of horizontal scroll-bar till it gets disabled and observe. Actual: Unnecessary extra gap is seen between horizontal scroll-bar and disabled right arrow. Expected: No such gap should seen between horizontal scroll-bar and disabled right arrow. This is a regression issue, broken in M-71 series, below is manual regression range: Good build: 71.0.3558.0 (Revision: 593043) Bad build: 71.0.3559.0 (Revision: 593399) You are probably looking for a change made after 593180 (known good), but no later than 593181 (first known bad).
