Steps to reproduce:
1. Launch chrome and open NTP.
2. Click on extension icon, for taking pic of page and observe the extension overlay.


Actual Result   : Pic of page appears blank for NTP when clicked on extension icon in extension overlay.
Expected Result : Pic of page should appear for NTP when clicked on extension icon in extension overlay.


This is a regression issue broken in M-69 and below is the bisect information:
Good Build :69.0.3390.0 
Bad Build : 69.0.3393.0
