Chrome Version: 71.0.3551.0 Revision 7172022ec79c4234b442a42c8c50972151e0fbb8-refs/branch-heads/3551@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10) and Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and navigate to chrome://kill page then open dev tools window on it.
(2) Resize browser window and observe 'Reload' button.

Actual: 'Reload' button is overlapped on devtools after resizing browser window.

Expected: 'Reload' button should not overlapped on devtools after resizing browser window.

This is a regression issue,broken in 'M66' below is bisect info:

Good Build:66.0.3344.0 (Revision : 535593)
Bad Build:66.0.3345.0  (Revision : 536026)

Unable to bisect using bisect-per-revision script hence proving suspect from narrow bisect.

Note: 1. Above issue is also seen on Stable build #70.0.3538.102, Beta build #71.0.3578.53 Dev build #72.0.3610.2
      2. Above issue is not seen on Mac(10.13.6,10.13.1,10.14.2)OS.
