Issue descriptionChrome Version:72.0.3618.0 (Official Build) Revision 473cb3615ccd757dbfd816963e699299a0732b59-refs/branch-heads/3618@{#1}(64-bit) OS:Mac(10.13.1 , 10.13.6 , 10.14.2), Windows(7,8,10) & Linux(14.04 LTS) OS. Test URL: https://chrome.google.com/webstore/detail/simpleundoclose/emhohdghchmjepmigjojkehidlielknj/related?utm_source=chrome-ntp-icon Steps to reproduce: 1. Launch chrome and add above extension. 2. Navigate to 1 or 2 webpages and then close them. 3. Bring focus to omnibox, press tab key to navigate focus to extension icon and press enter to open the overlay. 4. Now press down arrow key to focus first entry in the overlay and press tab key to navigate focus in omnibox. 5. Repeat step 4 and Observe that focus does not traverse for second time and is stuck on overlay. Actual Result : Focus does not traverse for second time and is stuck on overlay. Expected Result : 1. Focus should traverse for second time. 2. If focus staying in bubble is an intended behaviour, then it should not traverse for first instance also. This is a regression issue broken in M-72 and below is the bisect information: Good Build : 72.0.3597.0 (Revision : 604363) Bad Build : 72.0.3598.0 (Revision : 604471) You are probably looking for a change made after 604463 (known good), but no later than 604464 (first known bad).
