Trying to install extension via GPO on RDS servers 2016 but it does not install

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Login as a user to the RDS server
2. 
3. 

What is the expected behavior?
The extension to install and deploy automatically via GPO

What went wrong?
there is no error, it shows that the policy has deployed under policies' however the extension does not install.

The issue seems to be related to GPO. Hence, routing the issue to inhouse team for further triaging of the issue.

Could you please provide extension policy values from chrome://policy? (e.g. ExtensionInstallBlacklist, ExtensionInstallForcelist, ExtensionSettings, etc.)
The strange thing is when i try to manually install the extension it says
chrome has blocked it, yet when i try another extension is says there is
could_not _get_temp_directory so i am confused because i even whitelisted
the extension

Could you please provide extension policy values from chrome://policy? (e.g. ExtensionInstallBlacklist, ExtensionInstallForcelist, ExtensionSettings, etc.)
You could "Export to JSON" on chrome://policy page.

atwilson@, do you know if these policies are intended to work in an RDS environment?  (FWIW, the analysis at https://blog.brankovucinec.com/2017/01/09/users-cant-install-google-chrome-extensions-on-rds-farm/ seems pretty reasonable.)
