Regression: Unable to inspect PDF page in dev tools

Chrome Version: 71.0.3551.0 Revision 7172022ec79c4234b442a42c8c50972151e0fbb8-refs/branch-heads/3551@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2)  and Linux(14.04 LTS)
 
What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.orimi.com/pdf-test.pdf page and press F12 to open devtools window on it.
(2) Click on 'Select an element in the page to inspect it' arrow icon then hover on pdf page and click on it.
(3) Observe.

Actual: Unable to inspect PDF page after clicking on it.

Expected: Should be able to inspect PDF page after clicking on it.

This is a regression issue, broken in 'M71', will soon update the other info:

Good Build:71.0.3551.0

Note: Unable to perform chromium bisect as getting all Bad builds hence providing suspect from CL.
