Giving up on Chrome for video playback

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Any that I've come across; mostly YouTube

Steps to reproduce the problem:
1. Try to play video
2. Chrome makes up its own mind whether to play or stop the video when I'm doing UNRELATED things
3. Frustration!

What is the expected behavior?
It's really very simple.
PLAY MEANS PLAY.
STOP MEANS STOP.
NOTHING BUT PLAY MEANS PLAY.
NOTHING BUT STOP MEANS STOP.
***ONE*** exception: you can stop at the end of the video.
END OF VIDEO DOES NOT MEAN PICK SOME RANDOM OTHER VIDEO AND START PLAYING IT.
OPENING A TAB WITH A VIDEO IN IT DOES NOT MEAN 'PLAY VIDEO' because I might have some other music going on, eg in VLC.

I realise different people want different things so most of this will need to go into various settings.

What went wrong?
(1) Video playing in Tab A.  I'm in Tab B which is not video related.  I switch to tab C which is not video related.  Tab A stops playing.
(2) Fucking Autoplay keeps switching itself back on!!!! I have to install an extension to stop this confounded behaviour.  NO AUTOPLAY!!!!!!!!!
(3) Video is playing in Tab A.  I'm in Tab B.  I open new Tab C to Google something.  Video stops playing.
(4) Open some news source with some shitty advert or article video.  Video starts playing.  I DID NOT PRESS PLAY - DO NOT START PLAYING!  DO NOT EVEN START DOWNLOADING IT! Because I'm sometimes mobile and this stupid advert that I'm not going to buy anyway or news (w)anchor blathering on about bollocks takes up some of my LIMITED data, meaning I have to pay extra to watch something I could have watched as part of my included data before.

You need to understand something about an audiophile listening to music: the music must continue uninterrupted.  That means Chrome has to behave predictably and not try to guess what I want.  Which means playing only on play request, and stopping only on stop request.  Your current algorithm, extremely clever I'm sure, consistently guesses wrongly.  Consequently I'm giving up on Chrome for YouTube.  Firefox seems to work as I want.

Unable to reproduce the issue on Win-10 using chrome reported version #70.0.3538.102, latest stable #70.0.3538.110 and latest canary #72.0.3618.0.

Following are the steps followed to reproduce the issue.
------------
1. Opened a youtube video in one tab and opened two other tabs with different website content.
2. Observed that the youtube video played without any issues.

davethesax@ - Could you please check the issue on latest canary #72.0.3618.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
