Canvas rotate angle sometimes clip the shadow rendering

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Check the test case : https://jsfiddle.net/q1jLzwxm/14/
2. Play with the offset slider
3. At some point the shadow will disappear (250 on my computer)

What is the expected behavior?
Shadow should still render, as it is in Safari or Firefox

What went wrong?
It's related to the rotate transform, when I apply the same logic of offsetting the shadow very far on a object not rendered on the canvas but without rotate, it's still working.

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 70.0.3538.110 and on the latest canary 72.0.3617.0 using Mac 10.14.1, Windows 10 and Ubuntu 14.04

As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.
