Regression: Password field is getting filled automatically and connect button is getting enabled in Join WiFi network overlay

Issue description

Chrome Version: 72.0.3612.0/11285.0.0 dev channel  Blaze, Cyan & Gnawty
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In Connect to Network overlay, click on any WiFi network and give some random small password and click on 'Connect', observe Bad Password error message
(2)Now close the overlay and again click on the same WiFi network and click on 'Show Password' icon and observe password field is getting filled automatically and connect button is getting enabled

Actual: Password field is getting filled automatically and connect button is getting enabled in Join WiFi network overlay
Expected: NO such issue should be seen

This is a Regression issue as same is working fine in M71 beta

This is WAI. (I don't know why it was marked RBB, it doesn't affect the ability to connect, at worst it is confusing). Typing the correct password should continue to work as before.

When a network connection is made we save the password, even if the connection attempt fails, even if the failure reason is 'bad password'. Possibly we could change that, but if we do it should be in Shill, not the UI. (There are subtle reason why we might not want to, e.g. failure reasons are not always reliable).

Previously we had a bug where we did not show that a network has a saved password,  issue 888959 . The fix for that is causing the change in behavior.
