Regression:[Devtools] Arrow button near Window text in 'Console' is seen misplaced after clicking on it.

Issue description

Chrome Version: 72.0.3618.0 Revision 473cb3615ccd757dbfd816963e699299a0732b59-refs/branch-heads/3618@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10),Linux(14.04LTS) 

What steps will reproduce the problem?
(1) Launch chrome, open NTP and open dev tools window on it.
(2) Press Ctrl+P to open source file and open any .js file.
(3) Then right click on it and select Evaluate in console option, now click on arrow button near Window
(4) Observe arrow butto

Actual: Arrow button near Window text is seen misplaced after clicking on it.

Expected: Arrow button near Window text should not seen misplaced after clicking on it.

This is a regression issue, broken in 'M65', will soon update the other info:

Note: Issue is not seen on Mac(10.13.1,10.13.6,10.14.2)

You are probably looking for a change made after 523975 (known good), but no later than 523986 (first known bad).

Thanks for the report.  This is actually working as intended.  The blue 'i' icon is wrapping onto a new line, and the 'expand triangle' icon is always vertically in the middle of the entire object title.  We attempted a fix for this before, but did not find a simple solution.
