OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2).

Steps to reproduce:
1. Launch chrome, navigate to the above URL
2. Under 'options' change video width size to 100 and press enter.
3. In 100-Width video screen click on 3-dot icon and select play option on the top of the list.
4. Mouse-hover on any another option Observe Play icon.

Actual Result: Play icon is not seen in video context menu.
Expected Result: Play icon should be seen when mouse-hovered on other options.

Also note:
1. When mute option is selected in the list, Play option disappears from the list.
2. Close context menu once and open again after muting.
3. Observe that context menu shifts upwards on second launch after muting. 

This is Non-regression issue seen from M-71 build #71.0.3574.0

Note: Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
