OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome, Navigate to chrome://settings/appearance
2. Toggle button on/off 3-4 times for 'Show bookmarks bar' via dragging by touch (drag the toggle switch using touch)
3. Now, Just mouse-hover on toggle switch and move the mouse in on/off direction. (Do not click or drag with mouse, just mouse-hover.)
4. Observe.

Actual Result: Toggle button is switching on/off when just on mouse-hovered on it after tap-touch.
Expected Result: Toggle button should switch only when clicked or dragged with mouse.

This is Regression Issue broken in M-64, and below is the per-revision bisect info.
Good Build: 64.0.3240.0 (Revision:508893)
Bad Build: 64.0.3241.0 (Revision:508934)

You are probably looking for a change made after 508918 (known good), but no later than 508919 (first known bad).

2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
