Support <alpha-value> for '*opacity' properties |

Issue descriptionIn the latest css-color draft, the 'opacity' property accepts either a <number> or a <percentage>. This is referred to as <alpha-value>. https://drafts.csswg.org/css-color/#typedef-alpha-value This production is used for a number of properties: 'opacity' (https://drafts.csswg.org/css-color/#transparency) 'stop-opacity' (https://svgwg.org/svg2-draft/pservers.html#StopOpacityProperty) 'fill-opacity' (https://svgwg.org/svg2-draft/painting.html#FillOpacityProperty) 'stroke-opacity' (https://svgwg.org/svg2-draft/painting.html#StrokeOpacityProperty)
