Support <alpha-value> for '*opacity' properties

Issue description

In the latest css-color draft, the 'opacity' property accepts either a <number> or a <percentage>. This is referred to as <alpha-value>.

This production is used for a number of properties:

'opacity'        (https://drafts.csswg.org/css-color/#transparency)
'stop-opacity'   (https://svgwg.org/svg2-draft/pservers.html#StopOpacityProperty)
'fill-opacity'   (https://svgwg.org/svg2-draft/painting.html#FillOpacityProperty)
'stroke-opacity' (https://svgwg.org/svg2-draft/painting.html#StrokeOpacityProperty)

Browsers are currently weird having opacity in color functions accepting a wider syntax than opacity in *-opacity.
