Steps to reproduce:
1. Launch chrome and apply the theme.
2. Save the page ('CMD'+'+') and page is saved in download.
3. Observe the download bar.


Actual Result   :Upper border of download bar is not seen on dark themes in browser.
Expected Result :Upper border of download bar should be seen on dark themes in browser.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build :70.0.3517.0
Bad Build  :70.0.3518.0

You are probably looking for a change made after 581928 (known good), but no later than 581929 (first known bad).
