2. Press Ctrl+Shift+N

What is the expected result?
Opens new Incognito window

What happens instead of that?
Opens a new regular window

Other keyboard shortcuts that are clearly not working:
1. Enter (sometimes)
2. Alt+d -- Instead of just shifting the focus to Omnibox, it also types in 'd'
3. Windo+Left/Right -- doesn't work the first time, but works the second time.
