Wi-Fi randomly turns off for a specific user on a Chromebook

Issue description

ChromeOS version: 69.0.3497.120 
ChromeOS device model: HP Chromebook 11 G5 EE (Relm) 
Case#: 16858664

Description:
WiFi interface randomly turns off during user session:

- This ONLY happens to this one student (math05e2@)
- We have tried on multiple Chromebooks and different models (Lenovo N22 , HP Chromebook 11 G5 EE, 
Dell Chromebook 11 (3120) 
- We have tried on different Wi-Fi networks on different Chromebooks. 
- We have tried with other users on exactly the same Chromebooks and they experience NO problems. 
- The issue happens even if extensions are disabled. User is restricted so he cannot installed extensions. 
- The issue happened even when the user was given a new user account (math05e2test@) 
-The issues was replicated at 8:00 AM Their local time on November 20th. 
-Customer moved the user to an OU where all extensions are disabled. Wiped the device, but the issue persisted.

Steps to reproduce: 
1. Sign in to a Chromebook 
2. Keep users session active 

Current Behavior / Reproduction: 
Wi-fi eventually turn itself off for a particular user 

Expected Behavior: 
Wi-Fi should remain on unless it is manually turned off by the user
