base::win::WMIRefresher gets some performance information about all the disk on the system but it currently ignore this and only look at the "_Total" value (as displayed in Performance Monitor). This is fine on systems with only one hard drive but this might not be the right thing to measure on systems where Chrome and/or the pagefile are one separate disks.
