OS: Android (not tablets)

This is a follow-up of crbug.com/905081, fixed with a simple solution to not show the dropdown when vertical space is not enough (crrev.com/c/1346734). We need to figure out a better approach to handle that; preferably, the footer shouldn't be sticky when we don't have enough vertical space.

Precondition:
 - Enable "Autofill refresh style" from chrome://flags
 - Add some addresses in the addresses and more in Chrome settings
 
Steps to reproduce: 
1. Launch chrome
2. Search or enter URL for e.g(https://rsolomakhin.github.io/autofill)
3. Tap on Name field and tap on suggestions
4. Rotate the device from portrait to landscape mode
5. Tap on Name field again

Observed behavior:
Autofill dropdown suggestions are not shown (after crrev.com/c/1346734 lands)

Expected behavior: 
Autofill dropdown suggestions should be shown whenever possible

Note: this may also happen in portrait mode when font size is too large.
