Issue description

Known bad tests include content_unittests which fail like so on exit:

[231166:231166:1121/202947.396055:186511511478:FATAL:test_browser_thread_bundle.cc(75)] Check failed: !scoped_task_environment_->MainThreadHasPendingTask().
