Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: Lighthouse things https://jsfeatures.in doesn't have a sw.js and can't prompt to ATHS...but the app has sw.js and can prompt to ATHS. Tried testing issue on reported chrome version #70.0.3538.102 using Mac 10.12.6 by following below steps. Steps: ===== 1.Launched chrome. 2.Navigated to "https://jsfeatures.in" 3.Opened Devtools->Audits and clicked on "Run Audits" 4.After the audit got completed under Progressive Web App did not observe any error as mentioned in the screenshot. Attached screenshot for reference. @reporter: Could you please review the attached screenshot and let us know if anything is being missed here. Thanks.!

Unable to reproduce the issue on the reported chrome version #70.0.3538.102 using Mac OS 10.12.6 by following steps as per comment#0 and comment#3.
