Strange overlapping of text lines - reopen, not fixed in Chrome 70

Issue description

Steps to reproduce the problem:
I'm reopening https://bugs.chromium.org/p/chromium/issues/detail?id=888345

which was marked "duplicate" and a fix was merged into Chrome 70.

Chrome 70 has now been released and we continue getting reports of this bug, therefore, reopening.

Please see #888345 for context and detailed description, if needed I can copy paste here but saving space for now.

I'm attaching new screenshots from a user.

The device:

Xiaomi, whyred, Redmi Note 5, ver. OPM1.171019.011, rel. 8.1.0, fp. xiaomi/whyred/whyred:8.1.0/OPM1.171019.011/V10.0.2.0.OEIMIFH:user/release-keys

Chrome:

70.0.3538.80 for Android / used from native Android app as WebView

I still believe this originally became broken between our app updates.

And we still just "push" HTML code into a WebView and WebView does all the layout / rendering, so I don't believe this can be our app's fault even in theory (haha) - but seriously, WebView should layout and render whatever it is given.

Also tapping sometimes makes the layout "snap into place" - pinch-zooming often does too. Our code is not involved in either (tapping or pinch zooming). This is again all purely Chrome.

The app is really getting Chrome and not the older built-in WebView (as can happen on some devices), I confirmed by our app's debug logs:

We're only getting reports from Xiaomi devices (I know, every developer's favorite) and had a few from Huawei's. No other brands.

We also cannot reproduce this internally, even with exact sample messages sent by users.

What is the expected behavior?

This appears to be fixed in branch 3558 not 3538 which is M70...

The change was merged into a random M71 daily branch.
Is it the same exact issue though?

The screenshots in #883276 have some characters "knocked out" but line spaces appears unaffected.

In our case here the characters are fine, but line spacing is wrong (too small) causing overlap.

I think it's too late for a Chrome 70 merge (it's already in Stable). So let's go with Chrome 71 for this.
