Large sections of text content disappear regularly.

Issue description

Chrome Version: 72.0.3611.0 (Official Build) dev (64-bit)
OS: ChromeOS 11265.0.0 (Official Build) dev-channel eve

What steps will reproduce the problem?
(1) Open secure shell app.
(2) Connect to a server.
(3) Open a file with vim.
(4) Move the cursor.

What is the expected result?
Expect no graphical glitches.

What happens instead?
Instead, large chunks of the screen alternate between black and showing the text content. See attached screenshots which should show regular html content.

Please use labels and text to provide additional information.

If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

For graphics-related bugs, please copy/paste the contents of the about:gpu
page at the end of this report.

pretty sure this isn't related to hterm.  dev/canary channel currently have a lot of graphical problems atm.

Can try and disable OOP-R and GPU rasterization? The combination of these has been causing issues lately.
Oh and the other trouble maker is the scale factor, if you change the scale factor to 1.0 does it go away?
 Issue 917336  has been merged into this issue.

I have been having issues with external monitor which I think is scale factor 1.
