Rendering issue with PDF/A documents

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.62 Safari/537.36

Steps to reproduce the problem:
1. Open the attached pdf file in Chrome.

What is the expected behavior?
The pdf should be readeble.

What went wrong?
Instead of chars the ouptput just show squares.

Did this work before? N/A 

Chrome version: 71.0.3578.62  Channel: beta
OS Version: 10.0

Confirmed this is an issue in Canary (72.0.3617.0) on Windows 10.
