Animation effect for 'Cancel' button is not seen properly on permission.site page

Reported by db...@etouch.net, Nov 21

Issue description

Chrome Version: 72.0.3617.0 Revision 4b5e988589e5f4f1db23c9441c7739ca6f1bd72b-refs/branch-heads/3617@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10),Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://permission.site page
(2) Click on 'WebAuthn Attestation' (overlay opened) then click on back button of overlay.
(3) Now click on Cancel button of overlay and observe.

Actual: Animation effect for Cancel button is not seen properly after clicking on Cancel button.

Expected: Animation effect for Cancel button should seen properly after clicking on Cancel button.

This is a non-regression issue, seen from 'M-71' as overlay for 'WebAuthn Attestation' is appear from that milestone.

Note: Issue is also seen on Beta build #71.0.3578.62 and Dev build #72.0.3610.2

It took me a while to understand this report. This is subtle.

The animation of the dialog on clicking close (if you chose back first) is different than if you don't click back and just clicked cancel. One first one doesn't animate/fade away it just immediately disappears whereas the normal flow it fades away.
Status: Available (was: Unconfirmed)
That is quite subtle, thanks for the additional explanation!
