Scrolling in All Sites UI is very laggy with many sites

Issue description

Chrome Version: 70.0.3538
OS: Android

What steps will reproduce the problem?
(1) Have data for a few hundred sites
(2) go to Settings > Site Settings > All sites
(3) Scroll down quickly

What is the expected result?
Chrome should scroll smoothly through the list

What happens instead?
Scrolling is very janky. I guess this is caused by dynamically loading favicons while scrolling. 
As soon as favicons have been loaded, scrolling is perfectly smooth.

It is probably possible to optimize how data is loaded to not block the UI thread as much.

Tested the issue on android and unable to reproduce it

Steps to reproduce:
--------------------------
1. Launched chrome and opened All sites from site settings [have almost 100 sites]
2. Scrolled and didn't observe any jankiness.

Chrome version:
70.0.3538.110

OS:
Android 9.0 

Android device:
Pixel 2  

@ dullweber: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? On which device this issue is seen? If possible please provide any test credentials that has more no of sites in All sites.

I recorded a video of me scrolling through the list:

You can see that scrolling through sections where favicons haven't been loaded is slower and less smooth than scrolling through sections were favicons are already loaded.

Maybe it depends on the device? I'm using a Oneplus 3. It's a bit older than the Pixel 2.
