Add thread-local caches to the partition allocator

This bug tracks investigations, design docs, prototypes etc related to potentially adding thread-local caches to the partition allocator. This should improve performance for both single- and multi-threaded cases, and might help expand the number of places the partition allocator can be used.

This is preventing us from increasing usage of partition alloc to outside Blink. I just want to mention that this bug is worth fixing regardless of whether we implement a parallel styling :)

Do we have data showing that PA is too slow when used outside Blink in multi-threaded environments?
