Regression: [Win-10 (Touch device)] Tap effect (square box) stays on browser until next tap.

Issue descriptionChrome Version: 72.0.3617.0 (Official Build) Revision 4b5e988589e5f4f1db23c9441c7739ca6f1bd72b-refs/branch-heads/3617@{#1} (32/64-bit) OS: Windows-10(Touch device) . What steps will reproduce the problem? 1. Launch Chrome and navigate to NTP or any webpage. 2. Right click on webpage to open context menu and select 'Cast' option. 3. Now long tap on Cast icon in browser action area to open menu list and observe Actual: Tap effect (square box) doesn't disappear from menu list. Expected: Tap effect (square box) should disappear from menu list. This is a regression issue, broken in M-72 series, below is manual regression range: Good build: 71.0.3578.0 (Revision: 599035) Bad build:72.0.3579.0 (Revision: 599392) You are probably looking for a change made after 599036 (known good), but no later than 599037 (first known bad). Not RBS. This isn't specific to the cast dialog, it looks like it reproduces on any part of Chrome. Honestly, I don't really understand the purpose of the square. It only appears on a super long press (normal long press invokes the right-click menu and still works), and you can dismiss the square by touching anywhere again. So I'm guessing the impact here is pretty low.
