What steps will reproduce the problem?
1. Launch Chrome and navigate to NTP or any webpage.
2. Right click on webpage to open context menu and select 'Cast' option.
3. Now long tap on Cast icon in browser action area to open menu list and observe

Actual: Tap effect (square box) doesn't disappear from menu list.
Expected: Tap effect (square box) should disappear from menu list.

This is a regression issue, broken in M-72 series, below is manual regression range:

Good build: 71.0.3578.0 (Revision: 599035)
Bad build:72.0.3579.0 (Revision: 599392)

You are probably looking for a change made after 599036 (known good), but no later than 599037 (first known bad).

1. This issue is not reproducible on Windows(7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS) OS.
