Regression: Unwanted sign out button is seen in clearbrowserData overlay of Guest browser

Chrome Version:72.0.3612.0/11281.0.0 dev channel Paine,Candy,Peppy
OS:Chrome OS

What steps will reproduce the problem?
(1)Open Guest browser, go to chrome://settings/clearBrowserData
(2)Observe unwanted sign out button in clearbrowserData overlay of Guest

Actual: Unwanted sign out button is seen in clearbrowserData overlay of Guest browser
Expected: No such unwanted sign out button is seen in clearbrowserData overlay of Guest browser

This is a Regression issue as same works fine in M-70 stable

Note: 
1.Issue is also seen in M-71 beta
2.Issue is not seen in Linux,Windows OS

Status: WontFix (was: Untriaged)
This appears to be WAI. When in guest mode, signing out will clear your browsing data.

Nothing happening on clicking the Sign out button in guest and after clicking on the button still sign out button is seen.

Reassigning the issue for clarification.Thank you!
