Characters typed fast enough arrive out of order

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce the problem:
1. Type very fast (e.g. using steno software such as Plover).

What is the expected behavior?
Characters arrive in the textbox in sensible words.

What went wrong?
Characters arrived in the textbox in a predictable but completely wrong order, alternating between being prepended and appended to the string.  E.G. ‘Thank you’ becomes ‘Takyou nh’.

Did this work before? N/A 

Chrome version: Chromium 70.0.3538.102  Channel: dev
OS Version: 4.18.14
Flash Version: 

This is a re-reporting of 896195, which was not triaged before v70 was released and thus marked obsolete.

james@ Thanks for the issue.

Tested this issue on Ubuntu 17.10 and Windows 10 on the latest Stable 70.0.3538.110 and the latest Canary 73.0.3629.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and installed the extension 'StenoKeyboard' from Chrome Webstore.
2. typed characters very fast on the omnibox and could observe that the characters arrive in the textbox in the correct order.

Request you to provide a extension where this issue can be reproduced, as StenoKeyboard is the extension used for input for chromebooks.
Also request you to provide a screen cast of the issue, which will help in further triaging of the issue.

Hi james@,

What text box are you typing in?  The URL bar (a.k.a. the omnibox) or a text box on a web page?  These are actually different systems.

If you create a new profile, does the problem still occur for you?  I'm trying to figure out if it's something related to extensions or your history or something.
