Enabling debugging features fails on ARM Chromebook

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:64.0) Gecko/20100101 Firefox/64.0
Platform: 11021.56.0 (Official Build) stable-channel hana

Steps to reproduce the problem:
1. Enter recovery mode and enable developer mode.
2. Wait until developer mode has been applied and device restarts.
3. Click the "Enable debugging features" option at the welcome prompt.

What is the expected behavior?
Debugging features including root ssh access are enabled.

What went wrong?
Says enabling debugging features failed, with a giant red X.

Chrome version: 70.0.3538.76 (Official Build) (32-bit)  Channel: stable
OS Version: 70.0.3538.76 (Official Build) (32-bit)
Flash Version: 31.0.0.122

Happens on Lenovo N23 Yoga (hana) and Samsung XE303C12 (daisy), both ARM. Works fine on Intel such as Toshiba CB30-B.
