[M17n] Burmese keyboard not works

Google input tools version:72.0.20181119.222196747
Steps；
1.Go to Myanmar keyboard or Myanmar Myansan keyboard
2.Tap any keys 

Actual:
The keyboard not works;
Repro both on Inputview & A11y layout

Note:
If disabled <enabled-ime-service> flag, this issue not repro

Malayalam keyboard (Phonetic) also not works, 
tap any key ,can not input any words
