Some keys truncation in floating on-screen keyboard

Issue description

Google input tools version:72.0.20181119.222196747

Steps:
1.Switch to Tamil keyboard (INscript/Tamil99/Typewriter)
2.Switch to floating window

Actual:
Truncation repro in left side some keys

A potential solution is to apply specific text font size in CSS according to languages and mode (e.g. floating).

Reorganising these dupe bugs (re: key label truncation in floating VK), and change the canonical to be this one.

Summary of repro cases from deduped bugs:
- Tamil Inscript/Tmail99/Typewritter layouts (above +  crbug.com/807181 ).
- Russian keyboard, top row digit 3 ( crbug.com/906500 ).
- "Emoticon" page of Emoji palette ( crbug.com/900832 ).

Primarily a UX issue, not an eng one:
- Floating KB is small by design.
- Floating KB can't be resized by design.
- Font size is tuned for single-letter small-width key label.

Reassigning to source UX advice.

NOTE: Last tab of Emoji palette doesn't contain real emojis. They're emoticons (emoji-looking ASCII text). Not sure if they remain relevant in the long run. In any case, the UX issue remains, as we still have to solve them for layouts with multi-letter and/or large-width key labels (e.g. the Tamil and Russian examples above).

Re: comment 1 - I'd defer this to PM/UX first. Don't think it's universally fine to shrink the font (even though we filter by language and mode). We probably don't wanna to have smaller font for *all* key caps just because of some wide ones (due to multi-letter, large-width labels). Smaller labels everywhere could be worse than having truncation on a couple of keys.
